Closes #467

Carries 4be864a0 (feat: add fj runner token to dev-new, committed on feat/dev-new-forgejo-runners) onto main. PR #466 was opened from lab/20261013-0114 and did not include it, so dev-new's bento build has been failing at the sops manifest check:

sops-install-secrets: manifest is not valid: secret forgejo-runner-token in …-secrets.sops.yaml is not valid: the key 'forgejo-runner-token' cannot be found

Only hosts/dev-new/secrets.sops.yaml changes (one new key). No dry-build was run: the configuration is unchanged since #466, and the sops key check happens at build time on the host, not at evaluation.
